DMM Revision: Value-Added Refunds

Effective July 14, 2024, the Postal Service™ will revise Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®), section 604.9.4.10, to reflect a change in Postal Service requirements regarding who must complete and sign a PS Form 8096, Request to Pay Postage Refunds to Presenter of Mail, when it is required for a value-added refund (VAR).

Currently, DMM 604.9.4.10 states that when a PS Form 8096 is required for a VAR, each of the presenter’s customers whose metered mailpieces are eligible for the customer to receive a VAR must complete and sign a PS Form 8096. The Postal Service is revising section 604.9.4.10 to add the option that a presenter may complete and sign a PS Form 8096 on behalf of each customer whose metered mailpieces are eligible for the customer to receive a VAR.

Although the Postal Service will not publish this revision in the DMM until July 14, 2024, this standard is effective immediately.

[Revise the first sentence of 9.4.10 to read as follows:]

An original PS Form 8096 must be completed and signed by the presenter on behalf of each customer whose metered mailpieces are eligible for the customer to receive a VAR, or signed by each of the presenter’s customers whose metered mailpieces are eligible for the customer to receive a VAR.***
