Effective May 1, 2025, the Postal Service™ is revising the Individual Country Listing for Philippines in Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) to remove from the observation the name Customs Declaration Envelope CP91.
The Postal Service is removing redundant references of “form titles” and “Universal Postal Union (UPU) form number.”

[In item 3, revise the last paragraph (under item d) to read as follows:]
The mailer must place the documents in a transparent plastic envelope (such as PS Form 2976-E) and affix the envelope to the exterior of the box with a “cremated human remains” label (such as Label 139, Cremated Remains).
