IMM Revision: Individual Country Listing for Thailand

Effective February 5, 2026, the Postal Service™ is revising the Individual Country Listing for Thailand in Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) to reflect changes to the de minimis threshold and data requirements on the customs declaration form.

These revisions are based on a formal request that Thailand Post (the designated postal operator of Thailand) made through the Universal Postal Union via International Bureau Circular 210, dated December 22, 2025.

Observations

[Revise item 2. to read as follows:]

2. Effective January 1, 2026, mailpieces with a value more than 1 Thai Baht (THB) but not exceeding 1,500 THB will be subject to import duties and taxes. Items valued not more than 1THB and documents (without value) will continue to qualify for duty exemption. Mail recipients will be able to make payment of applicable customs duties, taxes, and postal processing fees by scanning a QR code or by paying cash to the postal carrier before receiving the item.

4. A 6-digit Harmonized System (HS) tariff code is required for commercial goods, or preferably the 8-digit ASEAN Harmonized Tariff Nomenclature (AHTN) code, where available.

Although effective February 5, 2026, the Postal Service will incorporate these revisions into the next edition of the online IMM, which is available via Postal Explorer® at pe.usps.com.
