Handbook EL-312 Revision: Chapter 7, “Assignment, Reassignment and Promotion”

Effective in 2025, as soon as possible, the Postal Service™ will revise Handbook EL-312, Employment and Placement, subchapters 71, 72, and 76, of Chapter 7, “Assignment, Reassignment, and Promotion,” as part of an initiative to bring policy wording in the handbook up to date with current Postal Service employment and placement policy and procedures.

Changes are also being made to enhance clarity and for conciseness.

These standards will become effective immediately after the new edition of Handbook EL-312 posts, which is expected to be in 2025.

The Postal Service will incorporate these revisions into the next online update of Handbook EL-312, which is available on the Postal Service PolicyNet website:

n Go to blue.usps.gov.

n In the left-hand column click Essential Links, and then click PolicyNet.

n Go to the right-hand side under “Published Forms and Directives.”

n Click Handbooks.
