Finance Number Control Master and Account Number Control Master Request Freeze

In preparation for the FY 2023 closeout, there will be a freeze period from September 24 to October 20, 2023, for all 6-digit Finance Number Control Master (FNCM) requests and General Ledger Account (GLA)/Account Identifier Code (AIC) changes. You can submit requests for 6–digit finance numbers and GLA changes, but we will not implement them until after the freeze period.

You must submit requests by the following dates to be effective before the freeze period:

n 6-digit finance number requests:

n Submit discontinued finance numbers by Thursday, August 24. The first effective date after the freeze period will be November 1.

n Submit new finance numbers, name changes, and realignments no later than Friday, September 8. The first effective date after the freeze period will be October 21.

n New GLA/AIC codes:

n Submit requests by Thursday, August 24. The first effective date after the freeze period will be November 1.

For exceptions, please send an email to FNCM Headquarters at TC48H0@usps.gov. We will consider each request on a case-by-case basis. During the freeze, the Postal Service™ will continue to process requests for 10–digit unit finance numbers.
