Effective August 24, 2023, the Postal Service™ is revising the Individual Country Listing (ICL) for Venezuela in Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) to revise the Prohibitions section and the Observations section.
These revisions are based on formal requests that Instituto Postal Telegráfico de Venezuela (IPOSTEL, the designated postal operator of Venezuela) made through the Universal Postal Union (UPU) via International Bureau Circular (IBC) 110, dated July 3, 2023, and IBC 117, dated July 24, 2023.

4. Display, if available, the addressee’s landline number, mobile telephone number, and email address on the address label or customs form of each item mailed to Venezuela.
5. The Instituto Telegráfico de Venezuela (IPOSTEL) requests that the mailer provide the addressee’s building name, street name or number, floor and apartment number, house name or number, city or town, district, municipality, state, postcode, and a nearby site reference to facilitate the delivery of all postal items.
