Effective February 6, 2025, the Postal Service™ is revising the Individual Country Listing for the Republic of Turkiye in Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) to request that the mailer ensure that the postage and fees for the content value on items containing goods mailed to the Republic of Turkiye be noted on the customs declaration form or on the address label to facilitate customs clearance and delivery.
This revision is based on a formal request that Turkish PTT Corporation (the designated postal operator of the Republic of Turkiye) made through the Universal Postal Union International Bureau Circular 202, dated December16, 2024.

7. For items containing goods, mailers are required to include the postage and fees for the items on the customs declaration form or on the address label to facilitate customs clearance and delivery (because the postage charges and fees may be added to content value for fiscal customs clearance purposes). An item not clearly displaying this information may be deemed inadmissible by the customs authority in Türkiye and may be returned to the sender.
