IMM Revision: Individual Country Listing for China

Effective September 21, 2023, the Postal Service™ is revising the Individual Country Listing for China in Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) to add an observation about including the addressee’s mobile phone number when mailing items containing goods to China.

This revision is based on a formal request that China Post (the designated postal operator of China) made through the Universal Postal Union via International Bureau Circular 148, dated August 28, 2023.

4. For each item containing goods mailed to China, include on the customs declaration form the addressee’s telephone number (mobile number preferred). This contact number assists China’s customs authority in contacting the addressee for payment of customs duties and taxes, and it assists China Post (the designated postal operator of China) in contacting the addressee to arrange a specific time for delivery of the item.
