IMM Revision: Individual Country Listing for Norway

Effective September 21, 2023, the Postal Service™ is revising the Individual Country Listing for Norway in Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) regarding the reporting and payment of value-added tax (VAT) on goods mailed to Norway.

This revision is based on a formal request that Posten Bring AS (the designated postal operator of Norway) made through the Universal Postal Union International Bureau Circular 121, dated July 31, 2023.

[Revise the last sentence and add two new sentences to read as follows:]

3. ***To ensure prompt and efficient customs clearance, Posten Bring AS (the designated postal operator of Norway) suggests including the 7-digit VOEC registration number on the customs form preceded with “sender’s customs reference No.” or “VOEC No.” Effective January 1, 2024, Norwegian Customs requires that the VOEC number is electronically transmitted in a digital format. Noncompliance with this requirement may result in delayed delivery and the potential risk of double taxation and administrative fees.
