Finance Number Control Master (FNCM) and Account Number Control Master (ANCM) Request Freeze

To prepare for the FY 2024 closeout, there will be a freeze period from September 22 to October 18, 2024, for all 6-digit Finance Number Control Master (FNCM) requests and General Ledger Account (GLA)/Account Identifier Code (AIC) changes. You may submit requests for 6-digit finance numbers and GLA changes after the dates listed below, but they will not be implemented until after the freeze period. A “freeze period” is the time frame when FNCM requests will not be processed.

Submit requests by the following dates to be effective before the freeze period:

n 6-digit finance number requests:

n Submit discontinued finance number requests by Friday, August 23.

n Submit new finance numbers, name changes, and realignments by Friday, September 6.

n GLA/AIC changes:

n Submit requests for new GLA/AIC codes by Friday, August 23.

Requests submitted after the cut-off dates and during the freeze period.

n 6-digit finance number requests:

n Discontinued Offices — First effective date is November 1.

n New Finance Numbers, name changes, and realignments — First effective date is October 19.

n GLA/AIC Changes — First effective date is November 1.

For exceptions to the freeze period, email tc48h0@usps.gov. We will consider each request on a case-by-case basis.

During the freeze, we will continue to process requests for 10-digit unit finance numbers.
