Effective March 6, 2025, the Postal Service™ is revising the Individual Country Listing for Montenegro in Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) to add two new observations — one about customs duty changes, and one about information to be shown on the customs declaration form when mailing items containing goods to Montenegro.
This revision is based on a formal request that Montenegro Post (the designated postal operator of Montenegro) made through the Universal Postal Union via International Bureau Circulars 12 and 14, both dated February 3, 2025.

Observations
[Add two entries to read as follows (replacing “None”):]
1. The customs declaration exemption threshold for international postal items delivered to natural persons and containing noncommercial goods has been removed as of January 1, 2025. Import customs duty is now applied at a rate of 21 percent of the content value for all inbound postal items containing goods.
2. Montenegro Post (the designated postal operator of Montenegro) requests that the mailer include the addressee’s phone number (preferably mobile) and the addressee’s email address (if available) on the customs declaration form.
