IMM Revision: Classifications of General Applicability for International Competitive Services

Effective July 14, 2024, the Postal Service™ will revise Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) to reflect the classification revisions to International Competitive Services as established by the Governors of the Postal Service and as noted in this article. Also, effective July 14, 2024, the Postal Service will make similar revisions to Notice 123, Price List, available on Postal Explorer® at pe.usps.com.

In Order No. 7150 issued on May 29, 2024, in Postal Regulatory Commission (PRC) Docket No. MC2024-224, the PRC concluded that the changes concerning the size limitations for international letter-post rolls in the Postal Service’s notice may go into effect on July 14, 2024. The order is available on the PRC website at prc.gov.

These revisions implement changes in the minimum dimensions for First-Class Package International Service (FCPIS®) letter-post rolls to align them with standards established by the Universal Postal Union (UPU) Convention Regulations, which serves as applicable authority in this instance, as adopted at a meeting of the UPU Postal Operations Council in May 2023.

To align with UPU regulations, the Postal Service is increasing the FCPIS requirement for two dimensions of rolls as follows:

n It is increasing the minimum length from 4 inches to 8.25 inches.

n It is increasing the minimum length plus twice the diameter combined from 6-3/4 inches to 12 inches.

International Priority Airmail (IPA®) service and International Surface Airlift (ISAL®) service packets are also affected by this change since their dimensional requirements are identical to those for FCPIS.

In addition, in Order No. 7175 issued on June 6, 2024, in PRC Docket No. CP2024-230, the PRC concluded that the changes involving the elimination of the competitive international electronic money transfer service known as Sure Money® (DineroSeguro®) in the Postal Service’s notice may go into effect on July 14, 2024. The order is available on the PRC website at prc.gov.

Therefore, the Postal Service is eliminating the competitive international electronic money transfer service known as Sure Money (DineroSeguro).
