IMM Revision: Known Mailer and Exceptions

Effective September 29, 2024, the Postal Service™ will revise various sections of Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) to remove the “known mailer” definition and exceptions for customs declarations.

As noted in the article titled “Known Mailer and Exceptions” published on June 18, 2024, in the notice of final rulemaking in the Federal Register (89 FR 51446), these revisions align with current customs policies.

Corresponding changes to Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®) are provided in the article titled “DMM Revision: Customs Declaration Exceptions” here.

Although effective September 29, 2024, these revisions will not appear in the online IMM until the edition expected to be published on November 4, 2024.

Although effective September 29, 2024, the Postal Service will incorporate these revisions into a later edition of the online IMM (the one expected to be published on November 4, 2024). The IMM is available via Postal Explorer® at pe.usps.com.
