Vice President, Retail and Delivery Operations—Western-Pacific Area
Eduardo H. Ruiz, Jr. was named vice president, Retail and Delivery Operations, Western-Pacific Area in May 2021. He reports to the chief retail and delivery officer and executive vice president.
In this role, Ruiz oversees 13 districts with over 91,000 employees and is responsible for customer service, delivery and retail operations for more than 5,200 Post Offices servicing over 30 million addresses. The Western-Pacific Area is the largest geographic postal area, covering 1.9 million square miles throughout 13 states and produces roughly $3.1 billion in total revenue annually.
Ruiz began his postal career in 1988 as an industrial engineer in El Paso, Texas, and has close to three decades of service as an executive. He has served in a range of leadership positions, including district manager of the Santa Ana and Los Angeles districts; marketing manager of the former Pacific Area; senior plant manager, Van Nuys District; Bulk Mail Center headquarters operations manager; Los Angeles Bulk Mail Center plant manager; and Operation Programs Support manager for the Los Angeles District.
After graduating with a bachelor’s degree in industrial engineering from the University of Texas, El Paso, he accepted an officer commission with the United States Air Force. While in the service, Ruiz completed a master’s degree in business administration from Louisiana Technical University. He has completed the Postal Service’s Executive Development program and is Lean Six Sigma green belt certified.
