The following is Postal Service policy:
- Selections for positions to be filled by assignment, reassignment, or promotion will:
- Comply with the provisions of applicable collective bargaining agreements; and
- Be based on merit and the relevant experience, training, knowledge, skills, and abilities required for the positions being filled.
